[Sagawa Express] Industry's first credit card delivery service developed that meets requirements of Law for Prevention of Transfer of Criminal Proceeds, which took effect March 1

Sagawa Express Co., Ltd. has developed a new credit card delivery service that meets the requirements of the Law for Prevention of Transfer of Criminal Proceeds - which took effect March 1, 2008 - and will begin to offer the service on April 21.
Through this new service, Sagawa Express verifies recipient identification by checking official proof of identity at the time of delivery of packages containing credit cards consigned by credit card companies, returning the verified information to the credit card companies (senders) on an as-needed basis. By using this service, credit card companies can ensure that recipient identity is verified in a secure and efficient manner. |

[Important points for using the Service]

| (1) |
A valid original (not a photocopy) of any of the following official proofs of identity is required for recipient verification: driver's license, health insurance card, passport, pension handbook or certificate of alien registration. If such document does not contain the applicant's current home address, another document, such as a receipt for payment of a public utility fee, must be checked. |

Delivery is available only to the address indicated on the package. Forwarding service is not available. |
| (3) |
"General delivery" service that requires package pickup by the recipient at any Sagawa Express' sales office is not available. |

To use the service, a system must be established linking Sagawa Express and sender (credit card company). |

The service is not available in some parts of Japan, including outlying islands. |

[Background]
For the purpose of preventing money laundering and terrorist financing, financial institutions involved in money transfers, including banks, have been required by law to conduct identity verification. In addition, the Law for Prevention of Transfer of Criminal Proceeds, which took effect March 1 of this year, has made it mandatory for credit card companies to confirm identity particulars (name, home address and date of birth) by checking official proof of identity before issuing a credit card to applicants.
To meet such requirement, before sending credit cards to applicants, credit card companies ask applicants to send copies of official proof of identity to the companies, which then conduct identity verification by checking the submitted copies of official documents, and perform credit assessment procedures. This process, however, requires time and effort from both credit card applicants and credit card companies, and has led to increasing demand from credit card companies for a more secure and efficient method of identity verification.
Against this backdrop, Sagawa Express has developed a credit card delivery service that meets the requirements of the Law for Prevention of Transfer of Criminal Proceeds by adding "date of birth" to the identity-verification items (name, home address and pre-registered password) of the company's existing Addressee Identification Delivery Service at the time of delivery.
Sagawa Express will continue working to develop and provide secure and convenient products and services, by accurately assessing market trends and consumer needs. |
